Thailand Launches Low-Carbon Industrial Model With 5 Billion Dollar Investment
Thailand's government and PTT have launched the I-SPARK initiative to invest $5 billion in low-carbon industrial development centered in Rayong province, aiming to cut emissions by 9 million tons of CO2 equivalent by 2025.
PTT and four state agencies are driving the I-SPARK initiative, targeting 5 billion dollars in investment by 2025 and establishing Rayong province as a model for future low-carbon industrial development. Senior executives including PTT's Bornin Rattanasobpattana, Dr. Pirun Saiyasitpanich from the Climate Change and Environment Department, Watthanpong Kurorat from the Energy Policy and Planning Office, Worakorn Prohmobnol from the Natural Resources Department, and Sumet Tangprasert of the Industrial Estate Authority of Thailand signed the cooperation agreement at Gastech Bangkok 2026.
The I-SPARK project integrates clean energy initiatives, carbon reduction, and Bio-Circular-Green (BCG) principles in Mab Taphud district, Rayong. Officials project investments reaching 5 billion US dollars and emission reductions of 9 million tons of carbon dioxide equivalent by 2025, positioning Rayong as a replicable model for other regions and supporting sustainable Thai economic growth.
The initiative comprises three clusters: Low Carbon Energy & Solution (developing LNG, clean energy, hydrogen, ammonia, battery storage systems, and carbon capture technology); Shared Infrastructure (upgrading ports, storage tanks, pipelines, and utilities while establishing carbon credit and knowledge platforms); and Specialties, Bio & Circularity (creating high-value low-carbon products including sustainable aviation fuel and bio-based products). The project leverages PTT's expertise and existing industrial infrastructure to strengthen Thailand's energy security and global competitiveness.
