Industry Minister Waravut Silpa-acha announced the signing of a ministerial regulation designating solar panels as controlled products under TIS 61730-2-2567, as set by the Thai Industrial Standards Institute (TISI) under the Ministry of Industry. The regulation is expected to be published in the Royal Gazette and take effect within this week. The move aims to enhance safety for lives and property, supporting the expansion of rooftop solar installations for both households and businesses. The standard requires solar panels to pass safety tests covering heat resistance, arc fault protection, leakage current prevention, flame retardancy, and mechanical strength. Manufacturers, importers, and distributors must obtain TISI licenses before selling to prevent substandard products from entering the market. Violators face up to two years imprisonment and/or a fine of up to 2 million baht for unlicensed imports, and up to six months imprisonment and/or a fine of up to 500,000 baht for selling non-compliant products. Permanent Secretary for Industry Pasakorn Chairat said TISI is accepting and evaluating factory applications in advance, with 259 licenses already ready to issue to meet market demand. Operators can apply via the E-License system, and the public can verify licensed operators online. Additionally, TISI plans to control seven more related product standards — DC cables, lithium batteries, fuses, inverters, DC circuit breakers, DC connectors, and combiner boxes — to ensure comprehensive system safety.
