On September 12, Thanaporn Tangchan, an anti-corruption officer and acting director of the Phichit Provincial Anti-Corruption Office, announced that the National Anti-Corruption Commission has referred charges against Kittivara (also known as Kornisai) for embezzling municipal tax revenue and forging government documents.
The accused, who worked as a revenue collection officer for Khao Trai Subdistrict Municipality in Thabok District, Phichit Province, allegedly misappropriated 10 separate payments totaling 76,773.27 baht between January 31, 2020, and September 20, 2021. The funds included house tax, billboard tax, land tax, building fees, and waste collection charges that residents paid to the municipality. Instead of depositing the money into the municipal account as required, she kept it for herself.
Investigators found that the accused exploited her position by copying receipts from the municipal system, then altered the amounts on receipts using an outdated format no longer issued by Khao Trai Municipality. She then stamped the forged receipts with the municipality's official seal before handing them to residents.
The Anti-Corruption Commission determined the officer's actions constitute criminal offenses under multiple sections of the Criminal Code, including embezzlement by a civil servant, misconduct or neglect of duty, misuse of government seals, forgery of official documents, and violations of the Anti-Corruption Act of 2018. The charges also carry serious disciplinary violations.
The Khao Trai Subdistrict Municipality had already dismissed the officer from civil service on May 18, 2023, under Order 455/2566. The Anti-Corruption Commission deemed this dismissal sufficient and declined to pursue additional disciplinary action. The case has been forwarded to the Office of the Attorney General for criminal prosecution.
