Thailand's Natural Resources and Environment Minister Suchart Chomklin has ordered the Pollution Control Department, working through its Regional Environment and Pollution Control Office 5, to conduct comprehensive factory inspections in coordination with Samut Sakhon province and related agencies to prevent illegal wastewater discharge into public waterways. The operation focuses on three major canals—Phraya Charoen, Si Wa Pa Sawat, and Ekkachai—with the goal of ensuring businesses comply with the law and coexist sustainably with communities. The inspections were prompted by numerous public complaints about illegal wastewater dumping that has degraded water quality, and concerns raised by parliamentary representatives and relevant committees.
Pollution Control Department Director Surin Vorakitchatrang revealed that Samut Sakhon province assigned its Industrial Office as the lead coordinating agency, working with Regional Office 5, provincial administration, local government organizations, and the provincial Natural Resources and Environment Office to conduct field inspections across the province. The operation examines wastewater treatment systems, waste management, and factory site maintenance to ensure all facilities operate lawfully.
Director Surin stated that the task force plans to inspect 36 high-risk factories and industrial plants beginning August 25 through early September 2025. During inspections conducted September 8-10, 2025, Regional Office 5 and the provincial team visited factories in Ko Kok Krabue, Mueang Samut Sakhon, Tha Mai, Kharai, Suan Luang, and Don Kai Di districts, inspecting 25 food processing, aquatic product processing, seasoning production, fabric dyeing, metal casting, and metal plating operations.
Regional Office 5 will continue supporting the provincial task force with technical guidance and data collection for water pollution management in fiscal year 2025-2026, with particular focus on Si Wa Pa Sawat canal as one of the priority risk areas requiring ongoing monitoring and remediation.
