On August 4, senior Bangkok officials including adviser Lt. Gen. Nipat Thongleak visited the Ratchadamnoen Road area in Phra Nakhon District to address a homeless situation that has sparked public concern following violent incidents. The officials acknowledged that while well-intentioned food distributions draw sympathetic donors, they inadvertently attract homeless people to gather in public spaces, creating disorder, sanitation issues, traffic obstruction, and safety hazards.
Authorities have designated the area as a monitoring zone with immediate enforcement measures: increased foot patrols by municipal and police officers, dedicated staff presence from 6 p.m. onward, and roving patrol vehicles. Officials will post notices regarding public order enforcement and action against violators, while asking the public to stop distributing food in that location. The city stressed it is not expelling homeless people but has established the Baan Im Jai system to provide shelter, meals, and care through proper channels.
Advisers emphasized that donors should direct contributions through the 50 district Baan Im Jai food banks rather than distributing food directly in public areas. This centralized approach ensures aid reaches beneficiaries and prevents misuse. Officials believe the policy will reduce homeless gatherings, ease traffic congestion, and improve safety on Ratchadamnoen Road, a thoroughfare that serves residents, tourists, and youth.
