At 6:00 a.m. on July 13, 2025, Deputy Inspector Kittipoj Iamprapi of Nong Prue Police Station received a report of a quarrel and shooting at an unofficial wooden shelter on Chaiyapruek 2 Lane, Moo 9, Nong Prue subdistrict, Bang Lamung district, Chon Buri. He dispatched investigation officers to the scene, where they found evidence of fighting and property damage. The injured victim, a 17-year-old identified as Mr. A (alias), had been shot in the right ribcage and was rushed to hospital; surgeons removed the bullet. The perpetrators fled before police arrived.

Witnesses said that before the shooting, the attackers smashed the victim's motorcycle in front of his room. Local residents filmed the incident but were threatened by the armed assailants to delete the footage and complied out of fear. The perpetrators returned a second time, leading to a brawl that escalated when three gunshots rang out.

An 18-year-old witness, Mr. P (alias), said the injured victim had called him to help a friend called "Wave" after the rival group attacked the house. When he arrived, he found about three to four men and fought with them. The rivals retreated and fired their gun, shooting Nathsit and injuring him. He rushed Nathsit to the hospital.

Wave, 17, told officers that a group of men had broken in using rocks and sticks to destroy his house walls and motorcycle before fleeing. He called Nathsit and a friend for help, but the attackers returned and fired multiple shots, forcing everyone to run for their lives. He later learned Nathsit had been shot. The perpetrators also used a gun to threaten residents and stole a motorcycle.

Wave indicated the conflict may have started months ago through an online social media challenge, escalating into ongoing stalking and harassment. He provided photos of alleged perpetrators and threatening messages as evidence.

Under investigation is information suggesting the conflict involves a group of Myanmar and Cambodian teenagers upset after Cambodian youths gave information to someone known as "Hia Tee." This allegedly led to a previous assault. Later, threatening posts appeared on Facebook announcing they would hunt down and harm Hia Tee. However, police have not yet confirmed this as the true motive.

Hia Tee recently came to Nong Prue Police Station to give a statement, provide details about the dispute between the rival groups, and cooperate with the investigation. He indicated that before the incident, he and his Thai gang had gone to confront the perpetrators at their lodging, which resulted in a physical altercation captured on video.

Regarding potential penalties if the contract is terminated, Siripong noted that the consequences would depend on determining which party breached the agreement. He expressed skepticism that resolution would be straightforward, predicting that both government and private sector would resist and the dispute would likely end in legal proceedings. When asked about compensation claims, Siripong acknowledged such compensation would likely be due, though the final outcome depends on which party is found responsible. He added that determining liability requires examining the main contract and any memorandums of understanding, as both the transport ministry and private sector may share fault for issues such as delayed land transfers and debt obligations.

Siripong reaffirmed that the state must protect its interests to the maximum extent possible. Deputy Prime Minister Pakorn Nilpraband, who handles legal affairs, stated he has not yet seen details of the contract termination proposal, as it remains under review by Thai Railways (SRT) and the Transport Ministry. When asked whether termination could be executed, Pakorn emphasized that his office must first examine the main contract and full details before offering legal guidance.

Subin stated that the crisis stems from trade liberalization agreements with New Zealand (TNZCEP) and Australia (TAFTA) that took effect on January 1, 2025, which significantly increased imported milk powder. Meanwhile, some processors reduced purchases of Thai raw milk, leaving farmers unable to sell their milk at fair prices, draining cooperatives of liquidity and burdening them with debt to members and financial institutions.

The assembly submitted four proposals: postpone imports of skimmed milk powder for 2025 until all Thai raw milk is purchased; accelerate a memorandum of understanding (MOU) for 2025–2026 milk purchases; extend the school milk program to lower secondary education and increase it to 365 days per year; speed up resolution of milk payment arrears to farmers; and revise labeling standards to distinguish products made from fresh cow's milk from those made from imported milk powder.

At 9:00 a.m., protesters occupied Pitsanulok Road in front of Government House Gate 4, requiring police to redirect traffic from the Chaloem Mueang Ruamchasai intersection to the Sam Misakwan intersection. The group then moved to Gate 5 opposite the Ministry of Education to await submission of their letter to the Prime Minister's representatives.

At 10:00 a.m., Pansak Jareun, director of the Government House Citizen Service Center, along with other officials, invited six protest representatives and officials from the Food and Drug Administration, Ministry of Commerce, and Ministry of Agriculture to discuss the group's demands. By 10:30 a.m., Deputy Ministers Prasert Chantaruangthong (Education), Nikom Somklaeng (Social Development and Human Security), and Deputy Ministers Watchrapol Khaokhram and Piyaratchai Tiyapairat (both Agriculture) accepted the petition on behalf of the government, with Watchrapol assuring farmers that the government would urgently address their concerns.

The criminal court approved arrest warrants for only 2 suspects out of 30 requested by the DSI special investigation unit. The court has not yet approved an arrest warrant for Bhavuth Pongsutthiyapanu, a Thai list MP. The DSI must issue summons for the remaining 22 suspects according to the court's order. Regarding accusations that the DSI is hastening the case, the minister confirmed that procedures are normal, as the DSI has been investigating continuously and the matter involves forensic and financial evidence. When investigation reports are submitted, evidence can be compiled accordingly.

The minister said he is unaware whether the 833 million baht financial trail linked to Bhavuth is accurate, as he has only seen news reports about it and the matter is still under investigation. He also stated he does not know the identities of the 2 suspects for whom warrants were approved.

According to additional reports, the DSI's special investigation unit has gradually issued summons to 22 suspects following the court's orders after the court approved only 2 arrest warrants. The DSI's investigation report used as evidence identified financial transaction data and patterns through three groups: brokers, introducers, and payment gateways. Companies Rennie Corporation Limited and Pay Solution Limited acted as payment gateway entities. Investigation found significant links from these entities to accounts of network members. Additional entities including ALPFX Plus Limited and Spark Digital Limited facilitated cash flows before funds entered personal accounts. Evidence also showed asset conversion transactions between bank accounts and digital asset service providers from 2021 to 2024. Among individuals connected to the network, Bhavuth Pongsutthiyapanu was identified as a key figure in receiving and forwarding cash flows, with 14 transfers of 2 million baht each totaling 28 million baht from Spark Digital Limited.
