The Cabinet has approved the selection of Thailand Airports Regional Services Company (AOTGA) as the private partner and approved key terms of the joint investment contract for a third warehouse facility at Suvarnabhumi Airport. Deputy Government Spokesperson Ploypailin Laksameesang announced that the Cabinet endorsed the private sector selection and critical contract conditions under Section 42 of the Public-Private Partnership Act of 2019, as proposed by Airports of Thailand (AOT) and the Ministry of Transport.
An earlier Cabinet resolution on March 7, 2023, had already authorized AOT to proceed with the project using a PPP Net Cost model, with the private partner making annual revenue payments to the state. Following that decision, AOT and the Section 36 Selection Committee subsequently selected the private operator and finalized contract terms for Cabinet consideration under Section 42 of the Act.
The Selection Committee, at its 24th meeting on August 5, 2025, approved AOTGA as the highest-ranking bidder. The warehouse project will handle import, export, and transit cargo, perishable goods, urgent shipments, and e-commerce items. Once the Cabinet approval takes effect, AOT can sign the joint investment agreement with AOTGA and begin operations. The new facility will increase cargo handling capacity to meet growing demand, support economic activity, and reinforce Suvarnabhumi's position as a regional aviation hub.
