Thailand Launches 24-Hour Crisis Response for Northern Floods and Drought

Thailand has activated a 24-hour crisis response center to tackle severe flooding and drought across the North, deploying emergency funds and technology including drones to accelerate relief and recovery efforts.

Thailand Launches 24-Hour Crisis Response for Northern Floods and Drought
11 Aug Khaosod

Deputy Prime Minister Yotsanan Wongsuwan, also serving as Minister of Higher Education and chair of the Northern flood and drought mitigation committee, has ordered a 24-hour war room to address floods and drought across the North. All relevant agencies are instructed to adopt proactive operational approaches to combat severe weather, including heavy rain, flash floods, flashy streams, and drought in certain areas. The government has directed high-risk provinces to use emergency state funds for immediate disaster relief without allowing administrative procedures to hinder assistance delivery, with priority given to vulnerable populations. For longer-term strategies in drought-threatened areas, the government will expedite water source evaluations, reserve drinking water supplies, and work with farmers to adapt cultivation plans.

Yotsanan previously held a regional committee meeting with representatives from northern provinces responsible for flood and drought response to assess the situation and implement policy directives. Key outcomes include establishing a command and control system, setting up a 24-hour monitoring war room, and implementing close situation tracking. The effort also integrates innovation through partnerships with local universities, temporary shelter centers, and technology such as drones for area surveys, telemetry systems, and warning applications to strengthen evacuation and public assistance efficiency, along with accelerated dredging of major rivers. These policies and guidelines aim to prevent and mitigate flooding and drought in the North.

Currently, the North is experiencing flooding, mudslides, and flashy stream flooding affecting residential areas and agricultural lands in several northern provinces. The northeastern region also faces flooding, particularly in areas bordering the Mekong River where water levels have exceeded banks. The government's introduction of technological innovation to prevent and manage these natural disasters in the North represents a new and challenging approach. Beyond prevention and mitigation, rapid area recovery and rehabilitation are critical to help affected residents return to normal life quickly.

Democrat Party Escalates Senate Election Fraud Case to No-Confidence Vote

Thailand's Democrat Party has escalated a Senate election fraud investigation to a no-confidence vote, presenting evidence of systematic vote-buying, ballot irregularities, and alleged financial payments involving an Election Commission inv

Democrat Party Escalates Senate Election Fraud Case to No-Confidence Vote
11 Aug Khaosod

The Senate election fraud controversy has reached a critical political juncture that cannot be ignored. The Democrat Party has conducted four public evidence reviews, escalating from exposure of election-day misconduct and suspicious ballots to financial trails and political networks, preparing to introduce the case into a government no-confidence debate.

In mid-July, the initial phase accused organized systematic fraud—not mere vote-splitting—involving money and incentives to recruit candidates paying 2,500 baht each to mobilize targeted voters. The party demanded action from the Election Commission and DSI against masterminds, not just small-time candidates.

On July 25-26, evidence intensified with ten sets of ballot documents showing abnormal voting patterns, plus details of candidates gathering at hotels for vote-buying drills and coordination. Questions arose whether authorities were genuinely pursuing the case or allowing it to fade.

On August 4, the focus turned directly to the Election Commission under the question "How much can we trust the Election Commission?" Allegations included irregularities in regulations, candidate vetting, and case delays, with witness testimony reporting that fraud evidence had been submitted but dismissed with "everyone does it."

By August 9, the fourth phase shifted from behavior to money trails and networks—revealing over 860,000 baht in alleged payments connected to an Election Commission investigator, extending across six provinces: Lampang, Nong Bua Lamphu, Surat Thani, Nakhon Phanom, Amnat Charoen, and Songkhla. Patronage networks within the Senate structure in certain areas were also flagged.

All this remains subject to judicial review, not final verdict, yet politically the temperature approaches a breaking point. Opposition Leader Prissadang Vachrasindhu declared the fraud case one of the hot issues opposition will raise in the August 25 no-confidence debate against the Anuthon government.

The real question is not just where the case goes, but how severely this investigation will shake the government. Will evidence of money trails and political connections crack the blue wall? Because when Senate issues escalate to a parliamentary washing debate, the stakes become not just about election fraud but the political survival of the entire government.

Ex-Sakon Nakhon Governor Charged in Blanket Procurement Fraud

Former Sakon Nakhon governor Chaimongkol Chaiyarab has been indicted for allegedly inflating blanket prices by 60 baht per unit in a 2010 emergency procurement that cost the province 3 million baht.

Ex-Sakon Nakhon Governor Charged in Blanket Procurement Fraud
11 Aug Khaosod

The National Anti-Corruption Commission (NACC) has indicted Chaimongkol Chaiyarab, former governor of Sakon Nakhon Provincial Administrative Organization, and associates for corruption in a 11-million-baht blanket procurement project. NACC Secretary-General Surpong Inthathawaree announced on August 11, 2025, that the commission found probable cause against Chaimongkol for misconduct during his tenure as PAO governor regarding the procurement of insulated blankets in fiscal year 2010 with a budget of 11 million baht.

Investigation revealed that on November 20, 2009, Sakon Nakhon declared a cold-weather emergency across 18 districts and requested blankets to assist victims. Chaimongkol approved the procurement process. Procurement staff submitted price quotes from five community enterprises ranging from 160 to 238 baht per blanket. Staff calculated an average price of 221.40 baht, which Chaimongkol approved for special procurement at 220 baht per blanket for 50,000 units, totaling 11 million baht—despite the Department of Disaster Prevention and Mitigation setting standard prices of 120–160 baht per blanket.

Bids were then collected from nine community enterprises, all quoting identical prices of 220 baht per blanket—60 baht above the government standard. On January 5, 2010, Chaimongkol signed purchase agreements with all nine groups. On January 19, 2010, he authorized payment of the full 11 million baht, resulting in a 3-million-baht loss to the organization.

The NACC determined that Chaimongkol and associates committed criminal offenses under Penal Code sections 151 and 157, with Chaimongkol also violating the Provincial Administrative Organization Act of 1997, section 77. The commission found insufficient evidence that the procurement committee acted criminally and dismissed those charges. However, charges under Penal Code sections 157 and 157 with section 86 have expired, so criminal prosecution is barred under Criminal Procedure Code section 39(6), and the case is dismissed.

11 Aug Khaosod

Deputy Prime Minister Ekniti Nitithanpraphas revealed that the state enterprise labor union at the Bank for Agriculture and Agricultural Cooperatives (BAAC) gathered employees in black attire with green armbands and submitted eight demands to the Finance Minister. A primary demand seeks to suspend the BAAC manager to enable investigation of budget spending, procurement projects, and insurance business benefits, and to consider not renewing the manager's contract. BAAC Manager Chatrchai Sirilai said that on August 10, a representative received the grievances, and as board chairman, he ordered a special board meeting within this week to urgently consider all complaints with fairness to all involved parties.

"We will hold a special board meeting this week to review the complaints," Ekniti said. "A representative received the grievances yesterday. When complaints come in, we must be fair to all sides."

The labor union's eight demands submitted on August 10, 2569 at BAAC headquarters in Bangkok include: (1) asking the Finance Minister to order BAAC to review its credit analysis process for farmer loans to suit real agricultural conditions and improve access; (2) asking to suspend the BAAC manager and investigate wasteful spending and inappropriate procurement decisions that contradict regional cost-control policies and harm customer service; (3) requesting non-renewal of the manager's second-term contract due to unsuitable work context for agricultural support; (4) requesting investigation of senior executives for comments showing contempt toward small depositors, contrary to BAAC's core mission; (5) requesting investigation of the manager for suspected management of benefits or funds returned from insurance companies outside official financial records; (6) requesting investigation of the manager for alleged interference with the appeals consideration committee, violating good governance; and (7) requesting investigation of whether BAAC employment changes comply with sound labor relations principles and the State Enterprise Labor Relations Act B.E. 2543.

Flash Express Launches Yellow Community Project for Sustainable Development
11 Aug Khaosod

Flash Express has unveiled the "Yellow Community Project" to build strong community foundations and foster sustainable social development. The initiative pilots in Wang Nam Khiao community in Nakhon Ratchasima province, aiming to revitalize tourism sites as new landmarks while reinforcing the organization's commitment to sustainability.

Printhip Issarimethee, Assistant Vice President of Corporate Communications and Public Relations for Flash Express Group, revealed that beyond professional transport services, the company aims to develop strong communities that grow sustainably alongside the business. She emphasized that all stakeholders are crucial to business operations. The "Yellow Community Project," conceived by Komsarn Lee, CEO and founder of Flash Express, believes businesses should expand together with communities sustainably by improving and enhancing the quality of life in Wang Nam Khiao, Nakhon Ratchasima, as the pilot area before expanding to other regions.

The project comprises three main programs: (1) SOS Safety Zone Cabinet Project—a community safety initiative installing three SOS cabinets in community areas and popular tourist spots; (2) Pha Kep Tawan Project—landscape development and improvement of the Pha Kep Tawan tourism area, creating new landmarks such as floating forest planting activities to reflect the richness of Thap Lan National Park; and (3) Learning Center for Education Project—an educational initiative aimed at reducing educational inequality by developing and establishing a new learning center for Ban Huai Nam Khem School, providing extracurricular learning resources for students to independently access knowledge through various media.

"The main reason for implementing the Yellow Community Project is that we recognize significant inequality gaps between provincial and urban communities in terms of living standards and quality of life," Printhip explained. "Creating stable and sustainable communities is essential. Additionally, Wang Nam Khiao was once a popular tourism destination but has since been overshadowed by new attractions, becoming a secondary tourism spot many have forgotten. Our team's survey revealed numerous areas where we can contribute development, particularly in quality of life, environment, and conservation-based tourism. Flash Express also hopes to expand to other provinces in the Northeast in the future. We believe business growth alone is insufficient—we must pursue sustainable growth that develops alongside communities, society, and the environment."

The Yellow Community Project aligns with three main pillars of the Sustainable Development Goals (SDGs): promoting community participation (Engagement), developing eco-tourism attractions in communities and public areas with safety improvements (Environment & Safety), and improving quality of life and living standards.

Thailand Bans All Civilian Gun Carrying Outside Homes
11 Aug Khaosod

Prime Minister and Interior Minister Anutin Charnvirakul declared that civilians are prohibited from carrying firearms outside their homes, with anyone who violates the rule facing imprisonment—including politicians and competitive shooters. Speaking at Government House on August 11, 2026, Anutin said the government is accelerating gun control efforts after instructing Deputy Prime Minister Pakorn Nilprapunt to draft new firearms legislation. The Interior Ministry and Royal Thai Police have been ordered to halt renewal of firearm licences under categories Por. 3, Por. 4, and Por. 12 pending Cabinet approval.

Anutin stressed that enforcement must be stricter and more decisive, with police and administrative officials establishing checkpoints to target firearms and drugs. He warned that police will oppose bail in appropriate cases, keeping suspects in custody. "Do not believe anyone who tells you to carry a gun for self-defence," Anutin said. "Most people carrying guns end up harming themselves."

The new law will cover ammunition as well. Legally registered firearms may be kept only at home, while illegal guns must be surrendered within a timeframe set by law. Inherited firearms and those that cannot legally be transferred may be handed in without penalty during a grace period. Competitive shooters will be prohibited from carrying guns outside shooting ranges; firearms used for training must be stored at facilities, and ammunition must be purchased and used there before the weapons are left behind.

"There will be no exceptions," Anutin declared. "If you do it, you break the law and go to prison." Civilians who are not state officials performing their duties cannot carry firearms outside their homes. He urged families to watch for threatening or violent behaviour by gun-owning relatives and announced plans to conduct random checks at Government House, including of ministers' aides and associates. "If they are carrying a gun and are not police officers on duty, they are on their own," he said.
